Use an equipment responsibility matrix
The phrase “fully equipped ambulance” is too vague for procurement. Ask every bidder to mark each item as included, optional, buyer supplied or not applicable.
| Workstream | Confirm in quotation | Acceptance evidence |
|---|---|---|
| Base vehicle | Chassis, fuel, transmission, RHD status, emissions, tyres, GVW | Chassis data and signed schedule |
| Patient compartment | Floor, lining, insulation, cabinets, partition, seating, handrails | Layout drawing and inspection photos |
| Stretcher system | Main stretcher, loading interface, restraint and anchorage | Model list and physical function test |
| Oxygen | Cylinder size/count, regulator, outlets, holders and warning labels | Installed-system checklist |
| Electrical | Interior lights, inverter, sockets, auxiliary battery, shore power | Load schedule and function test |
| Warning system | Lightbar, siren, scene lights, markings and local restrictions | Approved drawing and function test |
| Medical devices | Monitor, AED, ventilator, suction and other devices | Exact brand/model and regulatory responsibility |
| Handover | Manuals, parts, training, warranty process and packing list | Signed handover package |
Important procurement distinction
An ambulance conversion is not the same as the clinical equipment package. Devices may need separate Tanzania regulatory review. Confirm who imports, registers, services and calibrates each device before production.
